Russ Blewett wants to fill Hesperia's foreclosed homes

Former mayor of Baldwin Park looking for a Hesperia city council seat, 30 years later

This year's race for the Hesperia City Council is not Russ Blewett's first political campaign, not by a long shot.

Blewett, 64, grew up in Baldwin Park, and for eight years in the 1970s, he served on the city council. In 1971, he was the youngest mayor in America.

"I got into it because I have a passion for problem-solving," he said. "The politics of it are a necessary evil and sometimes it gets in the way."

Over the years, he's been involved in dozens of political campaigns in Southern California, including the city council campaigns of former mayor Dennis Nowicki.

Blewett is no stranger to hard, and sometimes-unpleasant, work: "I used to scrape manure out from under chicken pens."

He's been a grocery store employee (and later manager), worked as the business manager for a boy's home, worked in flooring and eventually got into construction. His lone development in the High Desert was an anti-masterpiece of timing: Blewett built a housing tract in Adelanto just in time for the closing of George Air Force Base.

"We'll get through this," he said of the current housing slump in the High Desert. "We always do."

Today, he manages his personal and family investments and serves as a planning commissioner for San Bernardino County.

"I do not and will not be doing land transactions in the area that I govern," Blewett said. He called the practice -- which Councilwoman Rita Vogler has been accused of doing by Blewett's political allies over the years -- "unfair" and "morally not right."

He and those allies have often been on the opposite side of the political fence from Vogler and her allies over the years, and Vogler and her allies have pointed to Blewett's 1993 presidency of the Baldy View chapter of the Building Industry of America as being indicative of where his sympathies lie. (He has not been a member of the BIA in a decade.)

"I'm proud of my association; they're great people," Blewett said. In his years as a builder, "I built a battered women's shelter in Fontana, helped build a homeless shelter in Ontario."

The next set of candidates' financial disclosure forms will be released this week, and there will be builders' names among Blewett's 300 contributors.

"Most of the money I've raised has come from personal friends," he said. "Nobody has donated more money to my campaign than me.

"I'm not in this to make money, I'm in this because Hesperia has a real need for leadership and I think I can provide that."

Thirty years after he last served as an elected official, Blewett says he wants to give back to the community.

"It's now or probably never," he said. "Every politician has a shelf life. I hope I have an eight to 12 year shelf life here. ... It's a good city. It can be a great city."

Realizing his vision for Hesperia will mean burying the hatchet with Vogler and her allies, or at least learning how to work together.

"We need to stop with the Hatfields and the McCoys. We need to see what's best for Hesperia and, if we disagree, we need to be ladies and gentlemen about or disagreements," he said.

And there's a lot of problems that need solving in the city, according to Blewett.

"We know we have a crime problem. That we have the lowest number of police officers per one thousand residents is unacceptable," he said.

The current city council has let the Ranchero Road Underpass construction process drag on too long. Council members and city staff have pointed to bureaucratic red tape as the culprit.

"Why didn't they go and sit in the Caltrans office and get things done? Why didn't they get their legislators to hammer on Caltrans?"

He also has a prescription for the city's ghost town's worth of foreclosed homes.

"Right now, there's 1,000 [foreclosed] homes and there's probably going to be another 1,000. We need to get those cleaned up and in the hands of owners, not renters," he said. "Nothing good is going to happen in this economy, for anyone, until we've solved this foreclosure problem."

Blewett would have the city get into the business of second mortgages for buyers, paying for 15 percent of the cost of a home. The second mortgage wouldn't have to be repaid, if the buyers (all of low-to-moderate income) live in their new house for 11 years. (Buyers would also have to take a class on building and maintaining good credit to qualify for the loans.)

"What have you done? You've created a stable neighborhood," he said.

It would also eliminate vacant houses -- a popular target for burglary and other crime in the city -- and pump cash through the local economy.

"Just think about how nice it would be to have 1,500 [renovation projects' worth of] flooring and window coverings and get some money to local businessmen."

The program could be "up and running" in 60 days, he said.

"You're not going to get more roads, you're not going to get more police without a good economy," Blewett said. "There's a lot of things we can't do on the local level, but this is one of them."

Blewett's connections to Hesperia tangle him up with another candidate running for one of the two open seats on the Hesperia City Council: Mark Kirk.

Blewett moved to the High Desert in 2002, "but my daughter had been up here for a lot of years."

His daughter, Lori Nielson, served on the Hesperia Unified School District school board from 1991 to 2003 and last year, she spearheaded an ultimately doomed attempt to recall three current board members, including school board president Robert Kirk, the father of Mark. It's led to frayed nerves in both families, but Blewett said the pair have a non-aggression pact and would be able to work together if both were elected.

Seems to me that everyone is worried about Vogler's power but who re-elected her? Everyone on that board has their own mind and can make decisions for themselves. Why don't the rest of you make our own decisions instead of riding the coat-tails of others?

If you actually read the article, it states "which Councilwoman Rita Vogler has been accused of doing by Blewett's political allies over the years" It says, clear as day, his allies have accused Rita of! Not Russ himself.

I did not like it either when we had Lindley, Norwiki, Honeycut, and Pack with too much power and I don't like it when Vogler, Smith, and Leonard have the power either. Now they want to bring Bosacki on board, that just too much.

Maverick I think that your thoughts are completely wrong. What fortune do you think they have? Have you driven on their street and see their house, I don't see a mansion. Do you see exspensive cars in town, I don't. It just sounds like you are against people that work hard. Besides its not the Voglers that are running this article is about the ones that are. This article and other articles are giving you a insight into who is running for office. Like I said before if you want the Postmus gang then go ahead vote for the Blewetts and Kirks. I am going to vote for hard working people, ones that are not attached to the Postmusites and the like. Ones that want good for the city.

Hesperia Logic we can agree to disagree but I stand who I am voting for and I do believe that Bosacki has alot of good ideas for the city. Have you ever met with him? To see what he stands for? I can not and will not vote for Blewett or Kirk they are so known for ties with the Postmus, Nowicki, Pack and Honeycutt gang. For those of you that are on here Blewett has Nowicki and the gang running his campaign and putting up signs, so I ask why would I want either one of them on the city council.

What boys group, I didn't like it what Dennis Norwiki, Ed Pack, and Tad Honeycutt were together either, if that is what you call the boys group. What you are doing is the same thing they were, that's allowing one group to control an elected body. I didn't like it then and I don't like it now. I like Mike Leonard, Rita Vogler and Smithy Smith a lot, but I don't like them all together. I am sorry to say that I do not want Chris Bentley or Paul Bosacki elected to any office, they are both way to radical. I will say it again, by voting for Mike Leonard and Paul Bosacki you are giving that group four votes. I don't like for any elected body, by any group to have that kind of power.

Resident, may I suggest Eric Swanson for your other school board choice. I think him and Frank Rich will work very well together in helping to oversight the current school board. I spoke with Frank the other day and like what he said and he speaks highly of Eric. Eric brings a lot of experience that takes years for a new school board member to learn.

I will be voting for Leonard, Bosacki for the city council and Rich for the school board.

Jack you must be unaware that the city already has a few programs in place that use a pool of funds to help home buyers with a new home purchase. In fact the program Russ describes already exists. This sounds like the government getting involved in the mortgage business but it is actually a gift or money. With such a huge amount of forclosures locally we need some solutions and this might be a workable solution.

Logic? I have talked to Hardy Black and he said that his not in an alliance with Robert Kirk. I have had friends talk to Anthony Riley and he said that he votes the way he wants. Today Robert Kirk pulls the strings for Hardy Black and Lee Rogers, he will also pull the strings for Anthony Riley and Chris Lindsay. Robert Kirk has shown his tract record of power over the last 21 months and it has been total power. I agree with "Hesperia Voting Logic," we cannot have anymore of these three voting boards in our town. It is not healthy.

Kirk and Lindsay are closer than you than you think. Kirk the other night endorsed Lindsay and is supporting him. Trust me, Kirk only supports candidates he can control and to have Riley and Lindsay on the same board would give Kirk the power of five votes. That's why Kirk does not want Henson, Rich or Swanson to get elected. I could care less about Postmus or Honeycutt, they have no power anymore. I still am concerned about Pack endorsing Kirk and Blewett. I do not want any powers of three. Also "Resident" commented that they were going to vote for Bosacki and Leonard, remember that this will give four votes of power to the Voglers. I just want to say that I do not personally have any problems with any candidates, especially the Voglers, but power corrupts and three or four votes from the same faction can never be the best choice for our community.

Blewett wants the city to use taxpayers money to finance mortgages? Is this guy for real? Has he read the newspaper lately ? Americans bailed out Freddie Mac. Fannie Mae, AIG insurance and another $700 billion plus bailout Wall Street because the government got into the mortgage industry. The last thing the citizens of Hesperia need is a liberal councilman that wants to use your money to finance mortgages. I have been reading the comments and it seems some are blind to the fact that Blewett and Kirk are friends with some of the above mentioned. Why would you want to have Blewett or Kirk for that matter? Oh yeah so we can have the boys run the city. It sounds like they have alot of their friends leaving comments on their behalf that are making them sound wonderful. Don't Buy it for a second.

FOr those of you that want to vote for Blewett and Kirk you are just putting the boys group in control. Just because candidates put up signs next to each other or may know each other just as Blewett and Kirk doesn't mean that they all think the same way. Their is no way that I would vote for Blewett or Kirk not only are they friends with Pack but are friends with Honeycutt and the postmus Gang. If you want our city to be Postmus run then go ahead vote for them but my vote will be for Bosacki, Leonard and Rich for the school board.

I agree that Lenard and Bosacki are Vogler picks, because I see them putting up signs together but I reject voting logics assertion that Chris Lindsay is a Kirk vote or puppet. Why? because I have talked with him and am sure that he simply wants to do the right thing and encourage the board members to do the same. If logic is to be used, use it properly. Russ and Mark certainly don't endorse one another yet they agree to bury the hatchet for the better of Hesperia. When candidates are willing to see the areas of common ground and realize that working together is for the greater good, that is a good reason to consider giving them your consideration.

Mark Kirk scares me. If we let him get elected this time, with all of his campaign money connections, he will have the power in two years by getting an additional two candidates elected. In two years Mark Kirk would have all the power. I am going to vote for Russ and I have not made my second choice yet, but it will not be Mark Kirk, Paul Bosacki, or Mike Leonard.

It's time we start looking at balancing the elected power in Hesperia. The Voglers and the Kirks have way too much power. It's is time that we the voters take command of our community and make sure we have no factions with more that two votes in any elected office. I am not going to recommend any candidate, but who not to cast a vote. I will list who is left over with this process. With this logic Paul Bosacki and Mike Leonard are out because they are both from the Vogler camp and they would be a third vote. Ed Pack is the only seated council member to endorse a candidates that are outside the Vogler camp and that's Russ Blewett and Mark Kirk. With that in mind you could only vote for either Russ Blewett or Mark Kirk, andor any of the other candidates. This would make the council Smithy Smith, Rita Vogler, Ed Pack, and two of the above candidate choices. No single group would have complete power. Now lets look at the school board that is also very important. Currently the Kirk's control the school board and will for the next two years. What we are faced with is the Kirk's getting a fourth and fifth vote on the board. Chris Bentley, Chris Lindsay, and Anthony Riley are all Kirk votes. This leaves Bruce Henson, Frank Rich, and Eric Swanson to vote for this fall. Our community has lost so much by having too much unbalanced power. It is time that we become aware of the candidates and what side they sit.
