More students may be walking to school

Funding for school buses, schoolbooks, teachers, vocational education all targets of state budget cuts

Sacramento's budget woes may translate into more Hesperia students walking to school.

Governor Arnold Schwarzenegger issued a revision to his proposed 2008-2009 budget on Wednesday, May 14, and assumes a $15.2 billion budget deficit -- a number some observers still think is too conservative.

The January budget proposal included deep cuts in education funds, which has caused a domino effect of teacher and staff layoffs in school districts across the state.

The governor's new May revision restores $1.8 billion to Proposition 98 funding -- which had been intended as a guaranteed and growing source of education revenue for school districts -- but also outlines $3 billion more in education cuts. Among the proposed cuts are eliminating the 2008-2009 Cost of Living Adjustment for school districts (which was to be a 5.66 percent increase), and 6.5 percent cuts to class size reduction funding (which helps pay for additional elementary school teachers), school books, school bussing and various vocational education programs.

"We're still not out of the woods," George Landon, Assistant Superintendent of Business Services for the Hesperia Unified School District, said Friday. "They call it the May revise for a reason. It's a revision to the governor's budget back in January. It's the governor's revision. There's still no signed budget. They'll wait to see what April's taxes bring, and the state cost of living rate is calculated, and a bunch of other variables."

The HUSD must adopt a budget by July 1, but how much money it's actually getting from the state won't likely be known for months.

"Until we see a signed budget that the legislators and governor can agree on, we really don't know about our spending for next year," Landon said. "I'm expecting we won't see a budget until September or October."

And that means hoping for the best, but planning for the worst.

"What we've done is still in place, until we know more information."

The first impact of the governor's proposed cuts will be felt by the HUSD's seventh through 12th graders, more of whom will be walking or driving to school next year.

The maximum walking distance for older students will be increased by half a mile, up to 2.5 miles for seventh and eighth graders and 3.5 miles for ninth through 12th graders.

The governor has also restored the planned cuts in Average Daily Attendance revenue paid to districts based on how many students attend school on average. In theory, this should mean the 33 teachers being laid off don't need to be.

"We have to build certain budget assumptions into our budget," Landon said. With the possibility of trimming ADA payments on the table, the HUSD and other districts aren't taking chances and employing a staff they may not be able to afford, come the state budget's eventual passage. "Unfortunately, when nearly 80 percent of our budget is people ... yeah, you can do some other adjustments, but it doesn't add up to [the cost of] people."

Know for a fact, Lee Rogers was not their first choice. So when they can replace her vote they will. Kirk will kick her to the curb if his friend that IS going to run this election is voted in. He won't sacrafice her until he is sure he still has three votes.

The statements about the hit list are accurate, all you need to do is keep your eyes and ears open. They do not keep their wishes a secret. They do not know all of HUSD employees and people are talking everywhere even in restaurant booths right next to others whom have no idea who they are.

The List, we all know who was at the top of the list. What some of us are wondering is who is still on it? I'll bet the only ones that can answer that are Pace, Kirk, Bentley, Black, and their liar - er lawyer. I'm sure they didn't tell Ella Lee. They can't trust her to keep her mouth shut, the way she always rambles on about how important she is and how she knows everything and has done everything. Something might just slip out. Some even speculate she's at the bottom of the list. Everyone knows she's an embarrassment to them. But they'll use her until they really don't need her any more. Wait and see!

Those who want to save the district money just need to watch the video of Monday night's board meeting. Anyone who watches Law and Order knows more about the law than this so-called "attorney". How many REAL jobs could be saved in the district by getting rid of this completely incompetent bloodsucker? He doesn't even understand the attorney-client privelege. Why in the world are we paying him hundreds of thousands of dollars to act like a fool and make our district a laughing stock? Only in Hesperia!

Bentley, this board violated the public trust since you are so inclinded to blame Landon. The 3 were elected by the community to do their job. Black claims he made three requests, Lee Rogers claims she asked at her very first board meeting, and Kirk claims to have requested information almost a year ago. It was the 3 that did nothing for at minimum 6 months. The 3 have the power to demand and audit with a deadline. The 3 have the power to set a timeframe for the delivery of the documents they seek. They played dumb until the budget crisis and then sent you to blame Landon. Landon DOES deserve blame, but so do your bosses. Be fair, put the blame on Landon, McKinney, and the board.

Hank Richerdson had his grudges he did things because he can celebrate with all that money of ours he walked out with that money could have saved a lot of jobs and Bray did the same Lee Samuels got a big piece too. all that money in the photo shop and the districts wasting money what about the Sassy the main computer just winding up missing because the plant supervisor left the door unlocked and it was stolen, was that just a myth or is that why the school did not start on time. I heard about it from someone else and they had to build a new one that must have cost the district a bunch but no one was told about that were they. the teachers could not get there clocks to work or there computers or the school just will not run without that thing, but they hid it well, who paid for that one? find out about that Bentley find out if sassy was stolen I would like to know and how much it cost to replace it and how much it cost that summer for the kids to have a extended summer it has aways been on my mind if it was true or not. Hesperia high was using the school that summer at sultana and I think they blamed them for the loss of it. but only a couple people have the keys to the office thats what I was told the principal his secretary and the plant supervisor of sultana high Mr McCullum WAS THE PRINCIPAL THEN.

It is about time the HUSD strike and walks out on them until they get there stories straight and be honest. they have taken enough from them and the classified has taken the down fall for a long time they have to take what they have too they even take a step down in pay that they have earned and now up to three days from them with no pay. now they just sit there and want to put out a lot of money for some more potables at there new high school that is costing a big fortune. what if someone got sick on that food they were serving or slipped on that stuff on the floor they put down the district does not cover that but they have no food handles license to sell or give it away and Helen Rogers standing up for just one man at the last meeting she had no right to do so no matter what he has done everyone is just as valuable as the other. just because she likes him or he has done more than someone else what about the custodians they do a lot and the food workers and the proctors teachers. everyone is under this blanket and no one deserves credit for anything right now. being partial is not professional and she is out of line. no one of those board members are winning brownie buttons at this point just because they won the recall and everything is always four and zero just like the count is always.

the kids just might have to walk and loose a few extra pounds and loose some sleep thats to bad there so used to sitting on the behinds and doing nothing all day and having everything handed to them its a true shame to make them blow some sweat before school. it just might make them more calm and focus on there work and stop drinking those energy drinks that hype them up. they just might not go to partys so late at night if they know they have to get up a little earlier to get to walking and get some well needed fresh air it does not sound so bad to me if they team up with some friends and everyone knows they have a lot of them to walk with. if the parents are smart they will have the buddy system in place before it starts. and thinner more healthy kids and teens. the kids and teens have no problems going out at night making trouble so what is wrong with them walking to school send them to self defense classes if your that worried.

No wonder the town of Hesperia is bankrupt just look at our schools and the leadership or lack of it. I'm sick of it and will take my kids out of the schools of Hesperia and Mr. Bentley pet projects and leave this God forsaken place! Not 1 more penny of my money will be spent in Hesperia

would it not be nice to see the paper print the budget and expendetures that the photo shop ran up. I can not fathom a million two hundred thousand being spent on rental equiptment and wages for 22 months. Talk about a black hole wow

And the absurd spending of the public's buck on the photo shop did stop with this fiscally responsible board last night. George Landon did violate the CA PRA with respect to this issue. He also violated the public trust with the public money he is paid, quite handsomely, to oversee. Defend the photo shop as a business operation, but do so with an eye on its bottom line. It is sad that many posters here do so with 98 opinion based upon 2 percent actual information.

Claiming someone broke the laws pertaining to Public Record is not a little heat. Sound fiscal oversight is not defined as doing NOTHING for a year. These denials to produce record are in open session board meeting minutes? Produce the date and I will look at them. Otherwise it only backs up my belief that the 3 are feeding you information to do their bidding.

This board micro manages and that is very clear. Now they want to act like they knew nothing. You can't micro manage the district then claim to know nothing. You can't have it both ways. In all reality, the buck stops with the board. They are the governing body of the district.

Photshop has been operating for two years and the NEW board for a year. Do the math, for the last year the NEW board did nothing. I find it very very hard to believe that the NEW board couldn't get any information on the photoshop. Sounds very very incompetent to me. So basically you are accussing Landon of violating the law. When does it end? I'm not saying Landon doesn't deserve blame, we agree on that. My point is Landon has two bosses, McKinney and the Board. In McKinneys defense he recently took office. What exactly did the NEW board do for a year? Play stupid?
