Kirk, teachers' union lead races in campaign donation

Kirk has raised $74,828 to date, union raises $25,545

Both the Hesperia City Council and Hesperia Unified School District school board races might both be hotly contested this year, but when it comes to donations, it's not even close: The city council race is where deep-pocketed donors are contributing.

The campaigns' ledger books were opened this week, in accordance with California election law.

State law requires any candidate who has raised or spent more than $1,000 must file California Form 460, the Recipient Committee Campaign Statement. Forms due Monday, October 6, cover the period between July 1 and September 30 of this year.

The top fund-raiser in the city council race, Mark Kirk, has raised almost three times the funds the political arm of the Hesperia Teachers Association has raised this period.

City council

Hesperia city council candidate Dennis Arquette did not file a 460 form, but rather a 470, the short form, on which he declares that he will raise and spend less than $1,000 on his campaign.

Candidate Scott Bennett's campaign committee has raised $1,000 for his campaign so far, which he loaned from the candidate himself. As of September 30, Bennett had not spent any of his campaign funds.

Russ Blewett has raised $50,600 this year, and spent $37,777 of it. His largest donations include $5,000 donations from Oak Valley Management and the Picerne Group, a $2,500 donation from the Committee to Elect Brad Mitzelfelt, a $1,500 donation from the BIA of Southern California political action committee, a $1,200 donation from BCA Engineering and a $1,000 donation from Carolyn J. Luckey. Blewett has also given his campaign a $10,000 loan.

In 2006, Paul Bosacki spent approximately $400 on his bid for a city council seat. This time around, he's raised $5,968 and, so far, spent $1,260 of it. His donations consist of a $1,750 loan from Al Vogler (the husband of Councilwoman Rita Vogler) and two loans totaling $1,360 from the candidate's own pocket, as well as $1,108 in signs from Lisa Kelso.

Rochelle Garner also has filed a 470 form, and has declared that she will not raise nor spend more than $1,000 in her bid for a council seat.

Mark Kirk is a newcomer to Hesperia politics, but is a veteran of the San Bernardino County political scene, which shows in his financial disclosure forms. So far this year, Kirk has raised $74,828 and spent $96,939. All told, his campaign is $50,271 in debt as of September 30. Kirk's biggest donors include $5,000 from the San Bernardino County Fire Fighters Local 935 political action committee, a $2,500 donation from the Adams for Assembly 2008 committee, $2,000 donations from the Lewis Investment Group, and Liquid Management Group, $1,500 donations from K & K Developers and the BIA of Southern California political action committee and $1,000 donations from Matich Corporation, Palm Desert Development Company and the SB County Safety Employees' Benefit Association. Kirk also received $5,000 loans from the campaign committees of San Bernardino County Supervisors Paul Biane, Dick Larsen, Brad Mitzelfelt and Gary Ovitt (Kirk's employer) and another $5,000 loan from the Friends of Mike Ramos campaign committee.

The Committee to Re-elect Mike Leonard has raised $6,341 to date, and has spent $2,056 of it. The only contributor to make a donation over $1,000 was the San Bernardino County Fire Fighters Local 935 political action committee, which gave him $2,000. Leonard loaned himself $1,075 and Al Vogler has loaned him $1,750.

School board

Hesperia Unified School District school board candidate Chris Bentley's campaign committee has raised $14,826 to date, and spent $10,527 as of September 30. Bentley has donated $1,826 to his campaign and loaned his committee another $13,000.

Bruce Henson filed a 470 form on which he declares that he will raise and spend less than $1,000 on his campaign.

Frank Rich has raised $2,277 to date, and spent $2,160 of it. Of that, $1,414 was a non-monetary contribution by the Hesperia Schools First political action committee, paying the candidate ballot statement fee.

School board candidate Anthony Riley's campaign has raised $10,568 as of September 30, and spent $9,872. Riley's biggest donors include a $2,500 donation from the Committee to Elect Brad Mitzelfelt and a $5,000 loan from the Committee to Elect Gary C. Ovitt Supervisor. He also received $1,617 in non-monetary contributions from HEAPAC -- the Hesperia Education Association Political Action Committee -- in the form of campaign signs. (The Hesperia Teachers Association was previously known as the Hesperia Education Association.)

Former school board member Eric Swanson's new campaign committee has raised $6,063 as of September 30, and spent all but $995. The Hesperia Schools First political action committee paid for his $1,414 ballot statement and Swanson made a $2,240 non-monetary contribution to his campaign in the form of signs and lumber.

The political arm of the Hesperia teachers' union, HEAPAC raised $2,800 this reporting period, bringing their total fund-raising this year to $25,545 -- all of it from the Hesperia Teachers Association. The war chest has been growing for some time now, and despite spending $1,818 this reporting period -- all of it expenses related to campaign signs for Riley, their endorsed candidate -- they still have $53,927 on hand.

Financial disclosure forms for candidate Chris Lindsay were not available from the San Bernardino County Registrar of Voter's office, nor were the forms for Hesperia Schools First political action committees available by press time.

Al Vogler

According to the forms due on October 6, Al Vogler has spent $3,500 on local campaigns to date this season, and is not done yet: Also releasing forms this period was the Hesperia Free Press, a political action committee organized by him.

The PAC was created, according to the forms, to oppose the candidacies of Kirk, Blewett and school board candidate Riley and to support the candidacies of school board candidates Lindsay and Rich. Vogler himself is the lone contributor to the PAC, having given $9,500 of his own money to date. The PAC has not spent any money as of September 30.

If Hesperia Free Press spends all of its money, Vogler will have spent $13,000, making him the single largest individual contributor to other people's campaigns in 2008.

Future disclosure forms

Campaign disclosure forms covering the period between October 1 and October 18 is covered in a filing due October 23. Contributions received between October 19 and November 3 must be reported in special filings within 24 hours of receipt. The comprehensive list of contributions received between October 19 and December 31 is due on February 2, 2009.

I'd like to know how much the Hesperia Teachers Union donated to Mark Kirks Campaign. They did call my house today, October 24, 2008, and urged me to vote for him. I find it disturbing that it was Mark's father, Robert Kirk, who wasted Taxpayers money by buying out the last 2 years of Hank Richardson's contract for $331,050. I guess when you do the dirty work for the Teachers Union, this is how they pay it back, by supporting a family member running for city council.

As this needs to be reposted, I'll add to it. Kirk was seen at Lindsay's fundraiser. What does that mean? Also, Al Vogler is giving money to Lindsay. Guess that means they see eye to eye on some things, but maybe not in public.

Wow, last night I saw the comments deleted too and there were comments that were made about the Vogler's. BR was not the only comments that I saw removed and none were offensive. I have noticed that Beau has reposted the comments and if they were offensive, I sure he would have left them off. If a comment was needed to be removed, I think it would be Rita Vogler's comment that is not true. Let's all get back to talking about the candidates and forget throwing the lies and mistruths around.

You do know that if enough people hit this it will delete it right? So if residents do this, do we get to here about it everytime? I mean do we get to hear you tell Beau someone deleted my comment? Wow it never ends. It just keeps going and going. Br you and others are constantly going after the Voglers. When does it end. I noticed that Resident left a message to talk about the people that are actually running, my god talk about the people that are running you all are so out of control. Its like the mailer was sent out and since you have no way to send out one for your buddies you are going on a personal attack on the computer when they aren't even running. I can't believe that I live in a city that people can't talk about the facts we are all grown adults here its just like total gossip about people that aren't running. If you all we would be talking about the ones that are running and what they have to offer, most of you are starting to sound like high schoolers, she did this, he did that. My goodness when is it going to end and be an actual adult conversation for once and actually talk about the topic at hand. Beau I can't believe that you would let all of these personal attacks go on and not ask people to talk about the ones that are actually running for office.

The mailer that the Vogler Family sent out looks like some rambling Ted Kaczynski-esque list of personal gripes and is in no way productive. It shocks me that the first family of Hesperia acts like this.

If you had read the state document, it stated that, "No contract ever existed between CCA and CISO." Per the document, Mr. Swanson's company was not the organization that was being questioned on the computer and Internet service, but CCA and EASC for purchasing goods and services with out a contract. Because there was no contract, this is not Mr. Swanson's fault. Mr. Swanson has stated publicly that his company never received a purchase order and never had a contract from either EASC or CCA, but only gave pricing from his company for the services. Instead you have decided to give your own spin on the facts the way you wanted to twist them. Mrs. Vogler, you also said that your concerns have not been addressed? Have you ever read the report or asked Mr. Swanson his side of the story? How would you think that Mr. Swanson directly hurt children and their families when we he resigned from the CCA board June, 2001, almost three years before the CCA downfall. I said this the other day in one of the other forums that I was getting sick and tired of seeing Mr. Swanson facts twisted and having his name trashed to try to change public opinion. In these forums, many things are said, but when a public official starts making statements, they need to be held to their words. Mrs. Vogler, you owe Mr. Swanson an apology publicly. Hesperia, wake up and go and find out the true for yourselves and you too will see it is not what they are saying.

Uh, MarkR, I was at Lindsay's fundraiser and guess what, I didn't see any kirks. Not that it would matter anyway. Its just that people don't check facts and take every statement as fact and MarkR showed us how easy it is to propigate lies on this blog.

Wow Mr Vogler sent out a mailer and what does it state The Truth You just don't want to hear the truth because you are a part of boys group. I am glad that someone in our communtiy that has stood up and told the truth about individuals that are running in this race. Please you guys are just doing an over kill right now because something came out on the people that you are supporting so you want to make the person that sent it out look bad. Also their is no law on how much someone wants to donate, if they want to do whatever amount then be it. Mike Leonard and Bosacki for council Frank Rich for the school board.

Hey Al, just FYI here, Lindsay is Kirk's boy. Kirk is supporting him, endorsing him, and showed up at his fundraiser. Gosh, I guess the damage Kirk has been doing to the school board and the future of his son on council isn't that big a deal to you after all.

I really wish Al would address what he has against the three candidates named in this article? I have never heard of the spouse of a City Councilmember going to these lengths in an election. It's like what people said about Hillary when she was in the White House. If someone was going after Rita in an election then it I'd say go for it, but it's an off year for her.

"Resident", I think that it is fair to question the Rita Vogler and Al Vogler in this election cycle. After all, they are the ones who have opened a PAC and will be attacking candidates. If that doesn't warrant scrutiny, then what does? If all they did was endorse a candidate and let the race go it way, I would agree, but they have interjected themselves into this election and deserve any comments from the voters.

Good morning everyone. I have always stated my concerns in regards to the failed CCA. From what I have read in regards to the audit my concerns have not be addressed. Mr Swanson was on the board of CCA. A contract was awarded shortly after he removed himself and I see a conflict of interest. Millions of taxpayers dollars, but more importantly children and their familes were hurt. I cannot endorse Mr. Swanson, but have decided to vote for Mr. Rich and am still looking at the other canidates. As for being a Kirk supporter the answer is NO. Rita Vogler
