181 teachers laid off
Total of 198 employees laid off, including teachers, assistant principals; more layoffs likely for non-teaching staff
Almost 200 Hesperia Unified School District teachers will be absent when the new school year begins in August.
At their meeting Monday evening, the HUSD school board voted to lay off 181 teachers and 17 principals and district office employees. The HUSD is the largest employer in the Victor Valley, employing 2,106 people as of Monday afternoon.
By state law, teachers and instructional managers whose services will not be required in the coming school year must be notified by March 15. In better economic times, that's more than enough time to find work in another school district, but many districts are also laying off employees this year. The board's vote on Monday was a worst-case scenario vote: If additional funds are found or other cuts are made before March 15, some of the jobs can be saved.
Teachers
Elementary schools absorbed the bulk of the cuts in the HUSD, with three physical education teachers and 153 classroom teachers laid off. The cuts are separate from the previously announced layoffs of 70 first, second and third grade teachers whose salaries are subsidized by the state's Class Size Reduction payments. The budget approved by the state legislature on Feb. 19 left those funds intact, but educators are skeptical that the funds will actually be paid to districts.
"The real-life impacts of what we're talking about is that we're going from 20-to-1 [students to teachers] in a classroom to 35-to-1," said board member Chris Bentley, who has four children who attend elementary school in the HUSD. According to Bentley, the cuts slash 35 percent of the HUSD's elementary schools' staffs. "This is seismic."
At the middle school level, the board voted to lay off a math and science teacher, three English teachers, two social science teachers and a part-time cadet corps instructor.
"I'm only making a little over 20 grand a year," Col. Larry Ott, the Hesperia Junior High School cadet corps instructor, told the board as he pled his case. "I'm just a little bit of pocket change."
At the high school level, the board voted to lay off a work experience teacher, the district's high school piano teacher, a state testing instructor, a guidance counselor, five English teachers, three social science teachers, a science teacher, a Spanish teacher, two business teachers, an art teacher and two night program teachers.
"Serious study of the piano involves the heart and the mind as no other course of study can do," piano teacher Surajeet Chatterji told the board. His program was originally cut during the spring 2008 budget cuts, before the board reversed direction. On Monday night, just as before, more than a dozen people came to speak on behalf of Chatterji and his program, but to no avail.
The district cut newer teachers over more senior teachers and teachers with lesser credentials over more highly qualified teachers.
District office, principals
Management also received cuts: Seventeen principals and district office management positions were cut, including a coordinator of curriculum and technology, the director of alternative education, an alternative education school principal, an elementary school principal and 13 elementary school assistant principals. The work year was also shortened for 107 managers and counselors.
When Gov. Arnold Schwarzenegger signed a long-delayed state budget earlier this month (the budget was to be signed, by law, by June 15, 2008), it included $14.8 billion in spending cuts, including $7.4 billion in cuts for schools and community colleges this year, and an additional $3.2 billion next year.
Last year, 70 percent of the HUSD's $160 million budget came from state revenues. With the decline in funds, layoffs were all but inevitable, as there are few other places the district can cut: More than 80 percent of the budget is salary and benefits.
Future cuts
There are likely more layoffs to come, perhaps as late as mid-summer: Non-teaching employees whose services are not needed in the coming year must be notified no later than 45 days before the new school year begins.
"None of this, none of this is palatable to me," said Rogers. "We have to make these decisions. ... But it doesn't taste good."
"I don't know what to tell our kids," Bentley said, "And it's supposed to be about them."
The next meeting of the HUSD school board will be held on Monday, March 9, at 6 p.m. in the HUSD Educational Support Center Annex, 15576 Main Street.

| There are two departments at the district office that could use some downsizing. Has anyone noticed how many employees are in accounts payable and how many staff are in instructional services? As for the long term sub, she lost her job in purchasing when the photoshop was closed and she was bumped out of her job with no place to go and no benefits. She has the ability and knowledge to work circles around the place. Is there something wrong when they try to keep a competent person around. I see her doing reception duty and whatever else needs to be done around that place. As for the recall, support Bentley with money and signatures. Before you post you should have your facts. Kelly was not demoted or lose salary. But I will put money on the fact that the power of three will do whatever they can to get rid of their lawyer that they fought to keep. |

| Are ya crazy? How could the block of three lose a vote on anything? 3 to 2 is a majority. Hello! They have the power to do anything that they choose. Do you think it is a coincidence that the three of them arent going to be there or if they are there, why they are making noise that none of them are going to appear? They have the vote to throw out the Superintendent. They have the vote to kick out Ms. Kelly. They have the power to get rid of the lawyer that they had to have and who is finally not saying what they want to hear. They have the vote and the power to do whatever they want. And, dont think they wont. at the meetings, don't people see how the three of them make a motion and second it, or the I will step down Prez makes a suggestion and then one of his followers quickly makes the motion and the other makes a second. They are so in violation of the Brown Act and no one can stop them. Maybe the District Attorney or fbi can do something. They dont need Lee Rogers any more since they got Riley voted in. Hmm. Why would he want to be on the school board? And to say it was a rumor that Bentley was going to be served with recall papers? No it wasn't. They just backed off when all of the speakers said what a waste of money it was. And it is not. We need to get rid of those people. Hey, Irritated Educator, who I believe to be Kirk or a Kirkette, or even a Mrs. Kirkette, this should get you fired up. Oh, and the 20 minute rule? That sure went out the window, didn't it? Everyone needs to get behind Chris Bentley and help him get those PETITIONS signed. He needs help and money. He is definitely on the right road. |

| Karen Kelly didn't take a pay cut. She was demoted but receives the same pay. I wonder why the teachers don't do anything about the layoffs besides having a flier about it. |

| Long term subs at the district office and now and assistant buyer position has been posted. We are getting ready to lay off and they have open positions. Why a buyer when we have a spending freeze. You are right concerned taxpayer the school board and MCKinney have not done all they can. |

| So glad Bentley is seeing what is going on and is ready to make changes. I just hope Bentley can stay focused and not lose his cool. Kirk needs to be gone its very clear he is on his own adgenda and does not care about the kids or staff. McKinney, Kirks puppet needs to go back in to the classroom. He has done a poor job since he took it. Scared to death to make a decision without Kirks opinion. Bentley, you need to carry this recall through. Dont just talk about it. |

| Did anybody notice at the previous board meeting that the district office has requested a long term sub position as we are getting ready to lay off. Why doesnt the distict office do without just like the school sites and other departments have to. There are at least two full time secretaries at the district office that are being paid a salary and benefits and do not have enough work to keep them busy. It would not take a rocket scientist to figure out who they are and yet the district office wants a long term sub. What is wrong with these people at the district office. Why do they put them selfs up on this pedistal. They need to learn to do with out just like the rest of us. |

| How big of a cut is McKinney taking.
What about the Asst Sups are they taking a big enough cut. They can't run this district by themselves. What about school district vehicles. Why are so many going home every night with district employees. An Asst Director in Food Service takes a school district vehicle to Wrightwood everyday. Why are we paying for that fuel. What about Maint and Oper. many of those vehicles leave the Hesperia city limits and go as far as Lucerne Valley. Why are we paying for that fuel. The only persons that need to take home school district vehicles are the persons on call. Why do the Directors need to take home a vehicle. And why the Asst Directors, why do they need a take home vehicle. Ever tried to get a hold of an Administrator on a Thursday morning. Good luck their in Management. The items of discussion at these meetings could be done in a simple email to the Administrator. If the Administrator has questions they can call the District Office. It does not make sense to take all of the Administrators off their campuses every Thursday for hours on end. It doesn't appear the School Board and McKinney really have made all the cuts they can. It may not seem like much but if you pull the fuel bills on all these vehicles, I'll bet there are places we can make cuts. |

| all of these layoff are a worst case event. Since this was written the district has been told that they will recieve 7 plus million dollars for the 2009 school year from the stimulas bill. No where near 181 teachers will be layed off. The union has a duty to not panic and to wait until all the money is put into the budget. Then and only then should the union sit down and discuss any needed relief. |

| Uh pardon me but I think your bias is showing. Swanson not filing his form 460 is serious violation of election law, set along side him personally benefiting from deals he made while serving on the board etc this mean alot. Yet you dismiss it out of hand all the while defending Bentleys willingness to flaunt a school rule that hats must be worn facing forward. This rule is primarily a student safety rule, as rear facing hats denote gang activity etc. Lets not forget that Bentley ran on student safety. Even at it's most basic level, Bentley broke a school rule and rather than say he is sorry for doing so, he attacks Mrs Kirk for being present at an awards dinner. I personally fear Bentley is mentally unstable and is likely to cause major harm to HUSD as a result of it. Psych eval anyone? |

| The material point is that the teachers' union remains silent except to bash past board members who don't behave. I guess those who make up the union leadership get paid extra anyway, they are in no danger of losing their jobs, and as they are mostly upper grade teachers, they are being hit the least by the loss of these jobs. Why should they worry? |

| Middle management, like Jose and Antony and all the others that just sit around and do nothing but watch television and never communicate with there staff members but just vanish and sit in there offices. they cannot even order for their schools supply's. the other custodians do the work way more than them. They are a huge waste of tax money. why does the schools need two one for day and one for night? I have heard some other schools complain about there supervisors. They think there a waste too. There not even union they take all the mail out of the boxes and the other employees can't even know what is going on in the schools I feel that is unfair. that is a great way to save a lot of money don't you think. |

| This is about jobs and problems at the state level that have funneled down to the district. No board member could stave off what has happened. My goodness. And one with possibles of things that could have been done is not right either. |

| I don't think anyone disputes Kirk's abilities as a teacher. He's a rotten board member, and arrogantly assumes he knows what's best for the rest of us. His behavior is inappropriate, and needs to be called out. Bentley performs this function, and Kirk probably rues the day his son pulled out all the stops to smear the other more worthy and reasonable candidate. |

| I have said it before and will keep saying it. Dr. Kirk did wonders for my grandson at Mojave. Did so for others and I believe there are still people there that can tell you. If it was not for him I know he would not have done good. After checking with my friend, it sounds like he is not the cause of all of this trouble but the state budget is. Did people lose their jobs from this one person. It seems like many just don't want to get along and try to take the easy way out but all I can say is he did right by my grandson. |

| On the hat comment, it is a rule that hats are to be worn forward, not backwards. Students have to follow this and adults lead by example. Priorities are jobs first so we must do what we can to save the district money. If it is change you want, wait the short time until the next election, do it for no charge and head up a persons campaign. Just an idea. |
