Board members formally respond to recall attempt

Statements to appear on petition sheets

A special election to recall three members of the Hesperia Unified School District school board is a long way and many months from becoming a reality, but all sides have begun to have their official say.

Board members Hardy Black, Robert Kirk and Lee Rogers have filed their responses to a notice of intention to circulate a recall petition filed on July 26 with the San Bernardino County Registrar of Voters. Each party involved, including the 10-person group of recall proponents who filed the notice, got the chance to spell out their position in 200 words or less, which will appear on petition sheets circulated by the pro-recall side, in their attempt to raise the thousands of signatures required.

"In Hesperia Unified School District, there should be nothing more important than the education of our children and the sound financial decision of our elected officials," the statement by the recall proponents begins. "Recent news stories indicate that Hesperia Unified School District board member " -- each board member is identified in three otherwise identical statements filed with the registrar -- "has misrepresented and consistently overridden the desires and request of the teachers, citizens, and students, raising questions about leadership and judgment that could be considered a total blatant misuse of tax payer's dollars. Questionable actions as:

  • "Awarding a contract to the least experienced bidder, according to district standards, paying up to $7,000,000 in unneeded additional fees to oversee the building of Oak Hills High School and delaying the opening by one year."
  • "Hiring a consultant that duplicates the job of district managers in the amount of $10,000 per month who only reports to the board. Cost of $360,000."
  • "Elimination of effective sixth grade schools, resulting in elementary school overcrowding."
  • "Unnecessary expenditure of thousands of dollars on survey for an unpopular calendar change."

"Mismanagement of our tax dollars and outright neglect of our students warrant his immediate removal.

"We urge you to join us in supporting the recall of [the board member named on the sheet]. Hesperia students deserve better.

Before the close of business Thursday -- the deadline -- all three targeted board members had filed their responses with the registrar.

"Our 16 children and 39 grandchildren are extremely important to me and my wife, Cleone," Black wrote. "I hope all parents have similar feelings! Our daughter, Reyna, enrolled at Joshua Circle in 1973. Black family children will have attended Hesperia's schools non-stop for 39 years when Lance graduates in 2012.

"I have taught and coached thousands of your children during my 38 years in Hesperia schools. My first year, I realized these kids are our future!

"Last November, you voted to entrust me to help guide the direction or our school district. Thank you! I take this charge very seriously. Our children and their schools are my first priority! With every decision I ask myself: 'How will this affect kids at school?'

"The tremendous population growth of the last decade strains every school. A master plan needs to be developed to deal with the resulting problems! I desire to help create this plan and focus district resources on safe new schools!

"From day one, a loud group of extremists has protested my election. None of this group even bothered to discuss anything with me! People need to solve problems, not make more! Call me at (760) 244-9144. For more, see allkidsfirst.net."

"Just nine months ago, the people of Hesperia elected me to the School Board," Kirk's statement begins. "Thank you.

"I welcome the challenges of improving education at the district level, particularly after serving 36 years in the classroom and being honored twice as Hesperia 'Secondary Teacher of the Year.'

"However, teaching was not my first career. I proudly served as an Air Force officer flying 197 combat missions over Vietnam. After being honorable discharged, I earned a Ph.D. and found my passion in teaching science to young people.

"Vicki and I have been married for 40 years. We have two sons that graduated from Hesperia High School and now dedicate their lives to public service.

"While we should be spending our time working to improve our schools, a group of local extremists is wasting time and money with this recall. I'll not be distracted by this fruitless effort, but will continue to do the work the good people of Hesperia elected me to do. We have to build new schools, reduce class sizes, and improve campus security for all our students.

"Less than a year ago, Hesperia voters elected me to serve them on the school board," Rogers wrote. "As a high school teacher and a former librarian, I have a passion for the families of Hesperia that want a better education.

"At 65 years old, I'm proud of my six kids, 13 grandkids, 2 great grandkids, and thousands of surrogate children here in the Victor Valley where I have lived since 1944. My kids call me at (760) 956-6477. You can, too.

"Teaching at a continuation high school is what I do. I help at-risk young people try to get their lives on track. After years in this environment, I can say that I have helped thousands of people improve their lives. These are young people that are easy to care about.

"While I am focused on young people, some local extremists have decided to attempt a recall election. Every dollar and minute of time that is spent on this could be helping a young person that really needs it.

"The person handing you this petition is focused on politics. Let them. I will focus on our children. That is where our real energy belongs."

Those hoping to recall the three newly elected board members have until early December to gather approximately 6,919 signatures -- or 20 percent of the 34,596 registered voters living in the Hesperia Unified School District.

That would require gathering more signatures than voted for Lee Rogers, who received 5,946, and only 45 signatures fewer than were cast for Black on November 7, 2006. The signatures, if gathered, would amount to a little more than 85 percent of the votes cast for Kirk, the top vote-getter, who picked up 8,057 votes.

you should buut out of things you know nothing about you have always been on there side you have been paid good by the LDS church for your services and are one sided. That is not right every time there is some thing said about it you remove the comment you are hideing the truth about what people have to say. seems you have a axe to grind with the hesperia people at HUSD and Mr, Minton hired you to boot . you all work for them why not protect them its you job to protect them every story you write has to do with the LDS church. It all will come around god punishs liers they all get there come up ins. There is no amout of money worth eternity with god if you dont belong there your brain washed by them too.

Actually, I haven't voted for any school board members I even suspect of being supported by the UNION. The UNION has completely and utterly ruined public education.

Hello Reminder, It was suggested by recall supporters that reading the board minutes would make things clear. Do I understand you to say that this may not be the case. I understand that attending the meetings is your best bet for those that don't have that option where do we get the truth? Who do we believe? Has the HTA issued any formal response to all the controversy?

"Parent," you're right, that was an oversight. I'll add one now, but after a week and change, maybe even two weeks, I don't recall, a lot of folks will probably have already voted. I will make sure on all future polls to have an undecided choice.

It is excellent to read the minutes to see what is going on in the board meetings. One reminder though, keep in mind thatthe minutes do not always reflect the advice or facts given by the expert staff regarding the situation. That is only reflected if the advice is asked for. Many times the advice is not asked for in the board meetings or the written information is not shown in the minutes. Just keep that in mind.

Unions are needed in this day in age especially given the current state of affairs in this country. Seems it is easier to blame unions than the companys and management. Sad really.

The connection between the three board members and the Hesperia Teachers Association, UNION, should be reason enough for a recall. These people are supposed to represent the community which elected them Remember, the residents of Hesperia were tricked into voting for these 3 because of a barage of phone calls from HTA members. They are not in office to represent teachers. UNIONS NEED TO GET OUT OF POLITICS! Residents of Hesperia, I strongly urge you to RECALL! All any of these people who are still questioning need to do is attend a board meeting. It always cracks me up that when there is a short break, 3 board members leave their posts and mingle with the likes of Jim Pace and Lee Samuels. While it is true that Helen Rogers and Bruce Minton were supported by HTA, they certainly are not any longer, since they decided to use their own brains instead of sharing with the union leaders and being puppets like the new 3.

Will someone please explain to me why someone would want a group of people that refused to build schools, awarded contracts to relatives, made up special jobs for friends,only gave raises to management while crying broke to employees,and lies about the real cost of their new building. Where are the names of the people that are leading this recall? Could they be people that are connected to the old board?

I didn't vote for the 3 board members facing recall for the very reason that they were supported by the UNION. I hope the recall is successful.

I have so many questions about the need for a recall. This statment is copied from the recall site. Recent news stories indicate that Hesperia Unified School District board members Hardy Black, Robert Kirk and Lee Rogers have misrepresented and consistently overridden the desires and request of the teachers, citizens, and students, raising questions about leadership and judgment that could be considered a total blatant misuse of tax payer’s dollars. Are the recall people basing their views on news stories only. If so I would be reluctant to follow along. I have been reading the board minutes as was suggested and am not seeing things the way they suggest so far. I am full of questions so I will keep reading. Hope you don't mind my asking them here Beau.

The way I understood the arguement over the 6 grade school is not whether they benefit the 6 graders but rather the cost. The board members questioned the cost of running the 6 grade schools such as daily operations staff etc. The cost to operate a 6 grade school only could be better used to run a school that would benefit more kids. One of the complaints by the recall is that the new board members are wasting tax payer money. That dosnt add up in this case of the 6 grade school decision. I do think there is something to be said about a school board that only represents the union. I have researched and read the the other two sitting board members also were backed by the union.

Closing 6th grade schools is not the right step. I understand that not all kids get to go, but was told by the district that it is over half. The studies show, admitted by Black, that the 6th grade schools work. Build 2 K-5 schools instead of the 3 and build another 6th grade school. Removing the 6th graders makes more room at the schools they leave. Sometimes in life we have to make difficult decisions that don't benefit EVERYONE, but do benefit the majority.

I have been reading the HUSD board meeting minutes trying to understand the need for a recall. My son just graduated from HHS in May. He hated attending school becuase of the horrible overcrowding. Now I am reading that some are furious about the decision to do away with 6 grade schools because of the benefits to children that age. The 3 new board members stated their concern about overcrowded schools and that the cost of operating a 6 grade school only could better benefit the majority of kids not just a small percentage. What is wrong with this idea. Of course we all want the best learning setting for our kids, but when it affects only a few and not all then that does not make sense. Believe me when I tell you that I did alot of talking to my 12th grader to keep him going. I would have loved to have him in a 12th grade school only. My son was happy to graduate so he would not have to spend another day on the HHS campus. This community is growing and changing and we must accomadate all the children. I will continue to read the Board minutes before I join this recall. I recommend all parents do the same before they join . Read and make up your own mind.

The three of them didn't even respond to the recall and in the Daily Press all they did was twist the truth. Oh my, what has our community got us into. I hate the idea of a recall, but this has pushed me over the line. Lets get them out now. I am going to do what ever I can for my kids and the children of Hesperia. Hesperia Education First is where I was able to read the board minutes and it was just to much. When I first started reading the comments on the Hesperia Star and the Daily Press I thought it was just a lot of hype, but know I am convinced. Lets all join the recall movement.

I just visited the Hesperia Education First website and found many interesting updates. The website states that 70,000 visited the website the first 15 days after recall papers were served. There are more "extremists" than we thought. There is also a new section about how to donate money to support the recall of Robert Kirk, Hardy Black and Lee Rogers. Before these three have the opportunity to totally destroy the school district, we need to work together to have them recalled as soon as possible.

Mrs. Rogers, we're still waiting for you to focus on our children. I don't see any statement from you or your henchmen about what you've done or plan to do that has anything at all to do with children. Just a lot of rhetoric that was probably fed to you. Which one of you looked up the proper spelling of "extremist"? Or did you all magically stumble on to that exact word on your own?

How I wish that any of the claims by our new board members were true. I truly wish that in their 9 mths. of service they had made even one decision based on concern for our students. And how disingenuous to publish phone numbers for people to call. You have each made it clear that you have no interest in public opinion and impossible for any employee to speak their mind, unless of course they agree with you. Those who have spoken their mind, are threatened with loss of employment. Recall now if kids are really first!
