Richardson leaves school superintendent post
No superintendent in place as head of High Desert's largest employer as new school year begins
One week shy of being in the position a year, Hesperia Unified School District Superintendent Hank Richardson is out of a job.
At a special school board meeting on Tuesday evening, the HUSD school board voted 3-2 in closed session to accept Richardson's retirement.
District legal counsel Tristan Pelayes read a letter from Richardson to the approximately 200 HUSD employees and parents in attendance at Sultana High School after the vote was announced.
"To Hesperia Unified School District staff, students, parents and the community of Hesperia," Pelayes read. "After careful consideration and thought, for personal reasons, I have decided to voluntarily retire from Hesperia Unified School District, through a retirement agreement.
"Words cannot adequately express the love and appreciation I have for this district and community. It has been an honor serving you for the past 12 years. I will always cherish the friendships, support and great times we shared. I wish only the best for the Hesperia Unified School District.
"Sincerely, Hank Richardson."
Richardson himself was not in attendance and had been on administrative leave since July 16.
The decision was not a surprise to those gathered, and the issue was addressed head-on in the public comment session before the board went into closed session.
"I'm here to say thank you to Mr. Richardson," parent Scott Beatty said, "For making the Hesperia Unified School District the place I could trust with the education of my children. ... Thank you for doing your duty, be it difficult or easy."
"In a corporation," Hesperia High School teacher Tony McGuyer said, "The career path to CEO is not through the personnel office."
Prior to becoming superintendent, Richardson worked as assistant superintendent of personnel.
McGuyer criticized the speed in which the previous school board had appointed Richardson after the departure of former superintendent Dick Bray, just prior to the start of the 2006-2007 school year.
"For $169,000 and perks, we could have seen some exceptionally qualified candidates."
He also expressed his doubt that district employees were afraid of the current school board, which some critics of the board have alleged.
"Have any teachers or classified staff suffered any reprisals under this board? If so, I'm sure the Hesperia Star and [Daily Press reporter] Gretchen Losi would be happy to print the story."
"I didn't write anything out tonight, but I'm concerned," said Ruth TerKeurst, the former president of the local chapter of the California School Employees Association, which represents the HUSD's classified, or non-managerial, staff. "What has the board of trustees done for students in this district in the last eight months? ... I'm very proud of this district, but it's sad to see the employees are afraid. ... We had a superintendent who was going out to sites ... someone who cared. And now you want to take it all away."
Richardson's departure is the latest twist in a tumultuous year since the election of a new controlling three-person majority of the five-member board. Since the election of new board members Hardy Black, Robert Kirk and Lee Rogers, there has been a noisy and sometimes nasty public debate over the school calendar; the dissolution of the district's sixth grade-only schools; and a controversial decision to hire an allegedly under-qualified firm to build the district's next high school, a decision that was later reversed under the cloud of potential legal action.
The controversy reached a peak at the board's July 23 school board meeting, when critics officially served notice that they were beginning the process of calling for a recall election.
At Tuesday's meeting, Hesperia Teachers Association President Jim Pace read an open letter to Assistant Superintendent of Personnel Mark McKinney, demanding written proof of three of the alleged misdeeds by Black, Kirk and Lee Rogers. Citing the California Public Records Act, Pace demanded to see copies of a signed copy of the contract with WLC Construction Services to build Oak Hills High School, a signed copy of the contract to hire an outside project manager to oversee WLC's work and a copy of the board meeting minutes indicating that they had placed Richardson on administrative leave. The election campaigns of the three new board members had been supported by the HTA.
The board was in closed session for an hour and 26 minutes before returning to announce their decision. The 3-2 motion had been made by Kirk and seconded by Lee Rogers and was described by board president Bruce Minton as the "mutual release agreement of Hank Richardson."
The circumstances leading up to Richardson's departure were not disclosed, but in his role as assistant superintendent of personnel, Richardson at times had an adversarial and reportedly rancorous relationship with the HTA and CSEA prior to the district moving to collective bargaining for contract negotiations.
No interim or new superintendent was named at Tuesday's meeting.
The next meeting of the Hesperia Unified School District school board will be a facilities workshop held on August 15 at 4:30 p.m. at Sultana High School. The next regular board meeting will be held August 20 at 6 p.m. at Sultana High School.
The 2007-2008 Hesperia Unified School District school year begins August 13.

| Oh my gosh. I cannot believe these most recent comments and the way they are written. I am hoping with all my heart that whoever is posting them is not a teacher or any other type of employee in our district. Mr. Hank Richardson was kind, friendly, hard working, interested in the kids of our district, and the list can go on and on. People are entitled to their opinions, but dart boards? Face of Evil? Please. Maybe someone is just doing this as a joke, you know, a test to see who can find the most errors in their writing. The facts are simple. The 3 new board members have an agenda put together by HTA. Hard working teachers such as myself want the best for all kids in our district and are respectful of those in administrative positions. |

| I'm noticing a bit of a pattern here. It seems like everyone who's writing about how glad they are that Mr. Richardson is gone is doing so in a pathetic, illiterate fashion. Maybe your lack of grammar, communication, spelling, and punctuation skills along with your bitter attitude are the reasons he fired your sorry posterior. Did that ever occur to you? |

| How can teachers help? I think if you're not out there supporting the recall effort like you teachers supported the three that are wrecking our district, then you don't support the kids of Hesperia. You weren't legal residents then, but you helped, and you can send your donations to hesperiaeducationfirst. com like the caring teacher below. |

| If you all would quit worrying about your three buddies and reading this website incessantly it would not be one of the most viewed. Apparently the supposed "do gooders," like the local newspapers, as we enjoy posting our opinions. You are the ones that are obsessed with what we are writing and feel compelled to comment. The Star and Daily Press websites are probably getting a lot more attention now since the unraveling of HUSD. Just look at the improved quality of their advertisers. I say, thank you Star and Daily Press and congratulations on your recent exponential increase of local readers. Keep up the good work. |

| The story is still on the front page because people keep reading it, so it ends up on the Most Popular Stories list, which is computer generated. Once it is less read, it will drop off. Stories tend to drop off the front page within two weeks, even the most popular ones. Under normal circumstances, we will not be deleting any stories off the Web site. |

| To Eve. The intent WAS to build more 6th grade schools until the board put a stop on the 6th grade academy concept. Again that decision was made within a month of them being sworn in so tell me they did their research on the success the schools had seen. If you ask me, it was one of the first pre voted in decision that was made. |

| I'm with HUSD veteren. I am a teacher in the district but cannot sign the petition because I don't live in Hesperia. I did however, send in my 99 dollars to help support this recall. Every one else who cares about the students of Hesperia should do the same! |

| Please, HJHS parent, don't lump me into the teachers the three board members represent! I am not a fan of our union leaders and I did not vote for any of these three union puppets. It's a sad day when a school district ends up being run by the union. I'm so glad that I live in Hesperia and can vote for the recall! Can't wait for that petition! |

| Mrs. H. Rogers, thank you for standing up to those corrupt bullies. You make decisions that are in the best interest of the students, period. The newly elected three, make decisions that are in the best interest of teachers, it's sad, after all they have political favors to give. They were bought sold and paid for by HTA. |

| Cedar Middle School you are getting a great person in Mr. Olney if any one can get that school going it will be him. We need to get the board to build 3 more 6th grade only school and leave the others alone. we need more smaller high school and if the board does not want to help then children are not in thier best interest and the city should be involved since they approved all the new homes. They should take more interest in our schools. |

| The “TRUTH” really is that at yesterdays all district inservice most of the teachers that I know understand that by making a loud protest statement does not directly damage the person that is protesting, but the management above the teacher. The person that will take the heat is the Principal, which will hear it from their boss, which will hear it from board members Kirk, Black and Rogers. We have witnessed this happening many times over the last eight months throughout our Hesperia School District. Also, the inservice is a Hesperia School District event and does not have the right of free speech, out burst and large signs that would have damaged the dignity of an event that had nothing to do with the politics inside of our district, but the servicing of the students of Hesperia School District. Many teachers, if not most have seen the decline of the creativeness, leadership and positive motivation across the management of our district. It is difficult to be creative and have an out side the box approach to thinking that is needed in these times of test score pressure with a school board that is ready to prance on any decision move that management my make. It is easy for the teacher in there own class room to do what they think might be best for the student that they will have the next year, but without great support staff, principal and superintendent our district children will not have as a productive year our students could of had. Parents and all citizens of Hesperia School District, this is not a personal issue with Kirk, Black or Rogers, it is about the destructive pressure and poor decisions that they have made over the last eight plus months in our district. I do care about your children and the direction of the education that they will be receiving today and in the future. Don’t just listen to me, go find out for your self, you will be surprised. |

| I just visited the Hesperia Education First website and found many interesting updates. The website states that 70,000 visited the website the first 15 days after recall papers were served. There are more "extremists" than we thought. There is also a new section about how to donate money to support the recall of Robert Kirk, Hardy Black and Lee Rogers. Before these three have the opportunity to totally destroy the school district, we need to work together to have them recalled as soon as possible. |

| Can someone please offer some concrete evidence that this current school board cares about the students of this district. Can someone please offer some concrete evidence that the HTA cares about the students of this district.
Thank you. |

| Cedar Middle School is about to open for the first time on Monday Aug. 13. However, for up to 2 weeks there will be no phones, no overhead projectors, digital projectors, or internet access. Perhaps not even desks or chairs and tables, but the worst is yet to come, no books too. The books might be a little longer a wait, more than a month before they arrive. On going construction will make for distractions galor as well.
The principal, Mr Olney, was released from his responsibilities at the, board condemned, Cypress Sixth Grade Academy, with very little time to work on CMS to prepare for it's opening. Sounds nice dosen't it? Sixth Grade Academy. Olney is a good person with the best intentions, he, his staff and students deserve better.
Perhaps this is because of the outright gutting of HUSD by the three board members Kirk, Black and L. Rogers, leaving it leaderless and directionless. As long time teachers who must have experienced new school openings, the board has had enough time, 8 months, to forsee the problems and correct them. Instead they have again failed in their responsibility to the students, parents, and taxpayers of Hesperia.
HUSD fan
We'll miss you Hank! |
