Board rolls back busing changes

Boundaries return to previous distances, bus passes to remain

The Hesperia Unified School District school board rolled back controversial changes to the secondary student busing policy at their Monday night meeting.

"Truly, this is near and dear to the hearts of parents," Superintendent Mark McKinney said. "I understand that."

Earlier this summer, board members voted to change the minimum distance secondary students live from their school in order to be able to ride the HUSD's buses. The minimum distance was extended by half a mile, to 2.5 miles for middle school students and 3.5 miles for high school students. The move was intended to save an estimated $550,000 in the face of a $5.5 million budget shortfall.

The state of California is facing an estimated $17 billion gap -- the budget has still not been finalized -- and legislators are considering cutting back on the amount of money the state provides to public school districts based on average daily attendance (ADA) in district schools.

The state's ADA payments make up 73 percent of the HUSD's general operation fund -- as opposed to funds that can only be spent on expenses like facilities. The 7 percent cut discussed in Sacramento would mean a $5.5 million reduction in district revenue in Fiscal Year 2008-2009. Salaries and benefits make up 76 percent of the HUSD's budget.

District officials estimate that 1,707 students at the district's middle and high schools were affected by the change. And their families made their opinions known, with phone calls, letters and e-mails to the district.

"I've gotten a mountain of phone calls," board member Lee Rogers said.

Monday night, affected families packed the meeting room to overflowing.

"My son is going to have to get up around 4:30 in the morning because we live on the mesa," mother Joanna Gamble said. "We all know the great city of Hesperia doesn't have many street lights or gutters."

"I have been having to take two hours out of my job to take my child to work each day," said mother Carolina Guerra. "My kid cannot be out there in the streets. It's too dangerous."

"Our streets are not safe for our students," Mojave High School employee Cheryl Bradley said. "Are we going to take our responsibility to our students seriously?"

In the end, the school board voted to roll back the changes 5-0.

But things won't be exactly like they were in previous school years. Historically, the 2 and 3 mile distances were often ignored, and bus passes, new this year for most secondary schools in the HUSD, will remain in effect. Officials hope that by only allowing those qualified to ride the bus, the district will be able to cut back on the number of buses required to bring students to and from their schools. Under the revised "old" system -- including taking away 10 buses for Sultana students who have always been within the official walking distance to the school -- the district expects to save approximately $250,000.

The next meeting of the Hesperia Unified School District school board will take place September 8 at 6 p.m. in the Hesperia Administration and Educational Support Center, 15576 Main Street.

Actually, more than half of the 13 votes were from the exec. board of HTA and members of the PAC. I would like to point out that one member of the exec. board and at least one member of the PAC did not vote for Bentley. The other few votes he got were from some HTA members who believe in putting their trust in our HTA "leaders" without question.

I don't know who sb is, but Chris Bentley received 13 yes votes, and 32 no votes for endorsement. The PAC interviewed only 4 candidates, and according to their scoring system, Bentley and Riley tied for "first" place. This was based solely on the scoring of the questions the candidates were asked, not on the view the public might have of either of these two based on news articles, letters to the editor, etc. Actually, I don't blame the other candidates for not responding to the HTA invitation to be interviewed for possible endorsement. I wouldn't want the HTA name on my campaign signs after what happened last time. And just so everyone knows, 21 HTA reps voted to endorse NOBODY in this election. 23 voted to endorse someone. So, the overwhelming majority seems no longer to exist at HTA. This is a step in the right direction!

It appears that captain Kirk has been blogging overtime. Now that Bruce is gone I'm sure you think you can get away with murder! Well at least there is one person of integrity left on the board. Thank goodness Bentley got turned down by the reps. At least some people are paying attention to what's going on in this district.

Then minton should shine his light, show us what he is implying they are doing. Repeatedly saying they are doing wrong while not providing any specifics or facts is just sour grapes

To "really", I don't think Bruce was interested on shining a "bright light" on the personal lives of the three, just on the shady goings-on behind closed meeting doors. Which he should do.

I just watched the video for the board meeting on the 25th of Aug. I'm not a trio supporter but the comment Bruce Minton made was interesting. I want to "shine a bright light" on what has been going on by the three. Bruce, stop! Would you want a bright light shining on your life. Move on. Please think before you talk.

OR I never called you a liar. Read my blogs again. So Minton told you he follows up on his faxes? Do you believe everything he tells you. Well, I sorry to say I don't. I am sad to say his behavior with many things in his life this last couple of years have made me question his ability to be honest. Until he proves otherwise, I will maintain my opinion.

Chris Bentley lost the HTA rep vote by 3 votesfor endorsement, after very much discussion. He and Riley tied for first place by the PAC committee. Isn't it amazing how the truth is sometimes exaggerated.

I know Minton and I know that the faxes he receives are followed up on. Funny how calling me a liar isn't an attack, but claiming you two have a reading issue is. Who's childish? If someone wants to disagree, fine with me, just hold yourself to the same standard that you hold everyone else too.

No Facts Here, the only thing I claimed to be fact was the fact that every fax sent to Minton was followed up. As for being approachable, I did not claim that was fact. You really need to learn how to read. Again, Minton has always been approachable to ME and I then wrote that I could not say the same about Kirk and Black. If you knew how to read you would understand that I believe that Kirk and Black are not approachable. It is merely my opinion and was never stated as fact. I’m very glad you won’t pay attention to anything I post, because honestly trying to explain basic writing and reading to a 3rd grade level reader is tiring. As for the fax, I can claim it is fact and you can accept it or not.

No Facts Here and Informed, do you two know what reading comprehension is? As you have wrongfully stated, I never wrote that Minton answered every fax. Read again and you will see that what I wrote was that every fax was followed up. If you had beyond a 3rd grade level you could understand following up does not mean you are going to receive a call.

Hot off the press. At the HTA rep meeting today, Chris Bentley was overwhelmingly rejected for school board endorsement. We only endorsed one candidate and that was Mark, Robert and Vicky Kirks friend, Anthony Riley and he was not unanimously supported by the reps. Teachers, tell your reps that you want Eric Swanson as the HTA’s second endorsement. He is not an unknown and we know what he stands for and what we would get.
