McKinney named superintendent

New HUSD head ''honored and humbled'' by the appointment

The Hesperia Unified School District's superintendent is dropping "interim" from his title.

The HUSD school board voted to officially give Mark McKinney the job as the head of the High Desert's largest single employer. The HUSD employs more than 2,000 teachers, school staff and managers. He is the district's fifth superintendent in its 20-year history.

"I'm very excited about it. I'm honored by their decision. I think this district has had some wonderful leadership, and now I get the chance to build on it," McKinney, 47, said Tuesday. "I accept this position with an honored and humbled heart."

The district's previous superintendent, Hank Richardson, left the superintendent's position in August, one week prior to the start of the 2007-2008 school year. McKinney was appointed interim superintendent two weeks later.

"I have a history with this district, so I know what that past was, and I know what we're dealing with now," he said.

Background

McKinney has been a familiar face around the HUSD for 20 years.

After teaching elementary school in Fontana and Riverside, McKinney made the jump to Hesperia and taught fourth, fifth and sixth grades at Mesa Grande Elementary School.

He was the principal of Joshua Circle Elementary School for five years, starting in 1992, and in 1997, was the first principal of Mesquite Trails Elementary School.

"I've actually been out of the classroom more than I've been in the classroom, so I always have to remain cognizant of that," McKinney said.

He made the move over to the district office as the director of curriculum, instruction and assessment in 2001, and in 2006, because the assistant superintendent of personnel.

McKinney lives in Hesperia and his four children attend the HUSD.

"It's nice to be part of a district that I know so well," he said.

"For the first time in over 15 years, we have a superintendent who lives in our community and whose kids go to our schools," school board president Robert Kirk said Tuesday. "I think that gives him an insight."

McKinney's contract

McKinney's new base salary is $153,797, increasing to $173,059 by his fifth year and $184,309 by his 20th year in the position. Unlike Richardson, however, McKinney's health and welfare benefits will be paid for by the HUSD, an annual cost of approximately $9,300.

McKinney will have a week less of vacation time than Richardson was entitled to (14 days instead of 22), which will not accrue. (Richardson was able to accumulate up to 44 days of vacation pay, to be paid out on his departure.)

Like Richardson, McKinney will have some of his car expenses taken care of by the district. In Richardson's case, a new car was approved for purchase for his use, which was then to pass to the HUSD police department when needed. In contrast, McKinney will receive $850 a month for all vehicle operating costs and expenses.

McKinney will also get a cellular telephone, laptop computer and home fax machine for district use, although the district will not pay for a business phone line at his home, as it did for Richardson.

And there's one more important difference between McKinney's contract and his predecessor's: It will take only a three-person majority to fire him without cause, as opposed to the fourth-fifths majority required for Richardson.

No candidate search

McKinney and Richardson have other things in common, too. Like Richardson, McKinney had previously been the HUSD's assistant superintendent of personnel before becoming the district's superintendent. And the school board appointed both of them without a search through other qualified candidates.

Kirk has criticized the previous school board for appointing Richardson with engaging in a more extensive search, but said things are different with McKinney.

"There's two big differences: For one, he's been interim for six months," Kirk said Tuesday. "We've given him a trial run, so to speak. You get to take the car home, kick the tires and drive it around for the weekend."

The state's budget crisis also factors into the board's decision, Kirk said.

"What I'm hearing is ... this is going to go on for two or three years," he said. "Are we going to spend $20,000 or $30,000 on a search?"

The school board voted 3-2 in closed session before Monday night's board meeting to officially make McKinney superintendent. The vote split along the now-familiar lines since the 2006 election, with Kirk, Hardy Black and Lee Rogers voting in favor of McKinney's contract, and Bruce Minton and Helen Rogers voting against it. Minton did not sign McKinney's contract after the vote.

"I think we've done some powerful things for kids in the past, and we're poised and ready to do those things for kids in the future," McKinney said.

The next regular meeting of the HUSD school board will take place on April 7 at 6 p.m. at 15576 Main Street.

Unfortunately a no vote is a no vote regardless of the reason. To vote no on a man of Mark's integrity, leadership, and character is WRONG. Mark deserves better and no spin on the reason will make it right.

When a board member formally refuses to sign a contract that has been approved by the board, explaination is required. Minton may have objected to the legality of the contract or the legitimacy of the contract and wanted to disasocciate himself. On the other hand he may have simply wanted to protest the actions taken by the board majority. His explaination could be as simple as pointing out which category his refusall fell into.

Yeah it will be interesting to see why Bruce voted to not support Mark. But wait isn't this a personnel item and Bruce shouldn't be discussing it. So if Bruce does what he's supposed to, and so far there's no reason to believe he will, he won't discuss the reasons behind his actions.

soon enough they will know you lied on your application and that everything that the job was qualified for you do not have Jose Rameriez kissed a whole lot of behinds to get in AT SULTANA HIGH and everyone knows the truth about him and he is not going to get away with stealing time and taking the company truck and out of the gas cans taking things from the school that is not his any longer. It is time they know that his girlfriend picks him up and takes him places on company time and has others cover for him and he just sits in class rooms and watches ball games while he should be working extra long lunches and taking the food that was put out for all the custodians home he takes credit for others jobs its not fair to any others that work there. I am not angry but do not think it is fair to any of us that work our behinds off for a person with no feelings or respect Or he goes in the gym and plays basketball instead of doing his work and has everyone else do it for him he cannot even fix a single thing on that campus nor can the night lead there both having to go to someone else and things are just getting blamed on us its not going to keep going on he even flirts at the young girls at lunch everyone has seen it he hangs out by them he has no right doing that its sick and twisted. there just little girls Your not protected by the union but you are low on the pole and deserve to be on the unemployment line as soon as possible he even go so low as to get into our personal mail at school and throws what he does not want us to see thats low enough.

Its a fact Sultana's plant joke does not deserve that job and never did he bought his way in its who they wanted and he does not have a perfect atendence at all so why do they give him a award for it? There is not many who like or think much of him and he knows nothing about that school or put in his time like others did there were far more qualified people who put in for the job and they just over looked them like they do in other schools. He is the biggest joke and he is low on the food chain with no union to protect him so he will go first let someone who can run things and put that school back on track like it was a long time ago it is run like a dump now and he cant even change a light bulb no less earn respect from his co workers but push them around its sickening the way he thinks he has power over them he is not even a friend to anyone it takes a real friend to be a real team not a ogre but friends to the staff and students and to the ones who you care about. He does not even know how to do a thing there he has to ask someone else how to do things and everyone knows who he asks. Even the night lead knows nothing about running the school they call on someone else the man cant even fix a vacuum cleaner or a car5pet cleaner or order cleaners the4 teachers are at wits end with him the maintence room looks like a pigs pen He wont even stay at work when he is needed he hides from his job responsibilities what a supervisor they choose and us tax payers pay for that now there is a waste right there. But I have no grudge just cannot stand waste and bullies that cant treat everyone like they are equal and he thinks he is a smart guy by looking busy.

Wait just a minute. What gives Bruce the right to refuse to sign Mark's contract? It doesn't matter what his personal opinion is, he is an elected official who has sworn to uphold the bylaws of HUSD. Those state clearly that once a decision has been made, all board members will support that decision. So for whatever reason he decides not to do that? How is that doing his job? This is bad behavior Bruce.

Another example of Minton's disapproval of Mark as Superintendent would be his refusal to stand during the standing ovation after the announcement at the board meeting. That didn't have anything to do with the contract, it had to do with honoring the man.

I would tend to agree that Minton's refusal to sign the contract is a sign of his disaproval of the contract itself and his effort to distance himself from it. The problem is, at least based on this story in the paper, he appears to have a problem with McKinney being selected and his refusal to sign looks to be a slap in the face to McKinney.

A reasonable assumption based on Minton's support of McKinney in the past would be that Minton's opposition has more to do with the terms of the contract than with McKinney himself. Perhaps, after all that Mark has done for the district for the past 20 years, Minton believes that Mark deserves some sort of job security or a protection to keep him from being fired at the whim of the three. Speculation, of course, but given the history this would make some sense.

Hypocrite, if your beef is not with McKinney then the manner in which he was selected is unimportant. What IS very important is that the other two board members have followed what has become THIER modus opperandi, take what ever side that is opposite the other three and make a show of it. For Minton to not only vote against McKinney but to refuse to sign his contract requires explaination in my oppinion. His extraordinary opposition acts directly to undermine McKinney in doing his duties and asks others to do the same. You have also taken a possition that has become the oppositions modus opperandi. You attempt to use thier words against them. 6th grade schools do exclude everyone in the surrounding area who is not a 6th grader, while choice schools exclude only those who either choose not to attend or are too late to the party to be included. 6th grade schools are like having only a girls restroom at a park and choice schools are like putting both restrooms at the top of the hill at the park, if you are willing to walk up the hill or are already at the top you can use either one without exclusion.

Responding to writer got a funnier one. First of all, how does this comment relate to the article? Second of all, do yu know how to spell and write? Third of all, it is obvious you are a disgruntled employee within the school site based on your knowledge of what you think is happening. This leads this reader to believe that they most likely know who wrote this comment. It sounds like you wanted that job and based on your hostile attitude that alone would lead this reader to see that you were simply not qualified. How sad you must be in making such a personal attack within this forum that is totally unrelated to the article. Before hitting the submit button, please read the guidelines referring to numbers two and three relating to insults and libelous statements. Only a suggestion here but you might want to judge yourself before judging others. By looking at yourself, you might begin to understand why you were not selected for the plant manager's position.

My issue is not with McKinney, I actually like the man. My issue and my previous statements stand. The 3 new board members complained and made a fuss and are now doing the very thing they took issue with. I like McKinney and my comments have nothing to do with his character or job performance, just the manner in which the board made the selection.

In reviewing the video record of the Hesperia School Board Meetings, I am in agreement with Mr. Minton. He is a lawyer, and I firmly believe in this Constitution of these United States. Once you're a public official, you can be publically challenged, it's what you signed up for, Mr. Black. Mr. McKinney had no business doing the RBK's dirty work by trying to impugn the teacher's First Amendment rights. He has begun his regime on the wrong foot, and needs to retrench.

Why is everyone responding on this site comming down on Mark? Other than knowing that the 3 board members approved of him none of you have any reason to attack his performance past or present and certainly not his ability to be the leader needed to guide HUSD through the current set of crisis. I'm surprised no one is attempting to arrange a boycot of stater bros because Kirk and Black shop there. But i did notice that the signatures for recall petitions were being collected at Albertson this past weekend.
